MPD/DOC Officials Put Reform Activist’s Life in Danger

Ron Schroeder is an active member of IWOC, EXPO, FFUP, and other prison and criminal justice reform organizations. While he is on the state registry, he does not meet the criteria for the City of Milwaukee’s Sex Offender Residency Ordinance, he has no child victims, has not been deemed by the DOC a high risk to reoffend, and is currently living in a DOC-approved homeless shelter a mere blocks from an elementary school, daycare facility, and park with playground equipment.

Despite this demonstrated lack of risk to children, Milwaukee Police Department’s Karissa Tillich has decided to distribute flyers in a community he was DOC-approved to move into Oct. 31st. These flyers depict Schroeder as a high risk to children in the community and provided a date and time of a community safety meeting.

Ms. Tillich hosted the community safety meeting Oct. 27th and falsely inferred that Schroeder posed a high risk to the children of that community. DOC officials also presented a choreographed presentation depicting Schroeder as an unusually high risk to the children. At no time did Tillich or DOC officials mention that Schroeder has no child victims, was not subject to the Milwaukee’s residency ordinance, was assessed as a low risk to reoffend, and currently lived a few blocks from a school, daycare facility and park.

A male resident expressed concern and anger that Schroeder would be moving into that neighborhood and said, “I don’t call the police…Harm will come his way.”

Ms. Tillich likely proceeded with the flyers and sham community meeting because Schroeder caught her in a lie. By letter dated August 4, 2020, she stated MPD determined that flyers would be distributed in Milwaukee. However, during a recorded phone call on August 13, 2020, she said no such determination had been made. Schroeder emailed Tillich the memo and recorded call and pointed out the inconsistencies. Tillich then proceeded with the flyers and community safety meeting … resulting in the threat to Schroeder’s physical safety.

Schroeder is currently living in a homeless shelter (at a cost of $700.00 per month) and has given his notice to vacate on Oct. 31st. He has no alternative housing options and he’s not safe in Milwaukee. In light of DOC and MPD sabotaging his new residence and the threat resulting therefrom, Schroeder has proposed a transfer to his girlfriend’s home in the Madison area. who has been urging DOC officials to allow him to move in with her since his March release.
